ActionAid is seeking a Finance Compliance Manager. The Finance Compliance Manager shall be responsible for day to day general management and administration of the organization’s finance and accounts functions. The holder of the position is expected to work within the International Accounting Standards (IAS & IFRS) AAI Financial Management Framework and Local Financial Policies and Procedures to ensure that all ActionAid policies and procedures, donor regulations, accounting standards and local laws are fully complied with. Escalate any non-compliance to AA policies to AA Regional Finance Manager or to the Head of Internal Audit. ESSENTIAL FUNCTIONS :

• Ensuring effective implementation of AAS’s finance and accounting policies and procedures;
• Undertaking regular periodic reviews of finance and accounting policy stipulations in AAS manuals in line with the AA top ten financial basics;
• Reviewing and keeping proper records of all receipts, payments, accruals and related accounts;
• Ensuring timely preparation of monthly payroll and payments;
• Timely preparation of monthly management accounts, quarterly management and statutory reports according to reporting schedules, tables and analyses;
• Coordinating cash remittances between AAS and AAI & other affiliates and within the country between head office and LRPs;
• Constant monitoring of AAS’s cash position, including preparation of remittance requests on a timely basis, and processing and utilization of petty cash and imprest.
• Maintenance of all bank correspondences and communication;
• Review grant requests to partners in line with AA approved budget and policies
• Follow up and ensure partner retirement of grant in accordance with AA policies
• Advising the SMT on significant shifts in foreign exchange rates movements on a regular basis;
• Preparing, processing and consolidating necessary budget information in line with the planning guidelines;
• Supervising the staff in the finance unit on a day to day basis and whenever necessary update the CD/SMT/CMT on emerging issues pertaining to the staff;
• Conducting appraisals and facilitation of training for the staff supervised in line with the AAS’s human resources policy;
• Learning from and facilitating capacity development of AAS’s partners in financial management and reporting;
• Ensuring maximum use of the SUN, Vision systems in AAS’s programme;
• Ensuring timely preparation and availability of financial statements for internal and external audits;
• Ensuring implementation and clearance of internal and external audit issues and recommendations;
• Ensuring compliance with statutory obligations
• Support fundraising efforts by working with committee to develop budgets for funding proposal and providing any required financial documents to support proposal submissions including copies of external audit reports etc.
• Monitor and evaluate all activities related to finance and accounting
• Any other lawful duties that may be assigned from time to time. EDUCATION/EXPERIENCE REQUIREMENTS:

• Have a master 2 degree of Accounting or a professional certification in Accounting or its equivalent from a recognized University;
• Have at least seven (
7) years working experience in finance/accounting function in an INGO or a large organization of which at least three (
3) years must have been at management position.
• Have demonstrated high understanding of finance and accounting matters.
• Have experience in development and implementation of financial systems; and
• Have practical experience in donor reporting, international accounting standards and statutory reporting. QUALITIES:

• Fluency in spoken and written English language
